The Permanent Technical Committee (PTC) shall deal with any technical queries arising in connection with the organisation of international championships and any other international rail sport matters of a technical nature.
The PTC consists of thirteen members who are appointed by the General Meeting for a term of two years.
The following countries are currently elected:

- Bulgaria
- Czech Republic
- Denmark
- Finland
- France
- Germany
- Greece
- Italy
- Poland (President of the PTC)
- Russia
- Slovak Republic
- Switzerland
- 1 technical delegate (Switzerland)
